Constance Parbon is the Public & Government Affairs Administrator for the Washington Secretary of State’s Corporations and Charities Division, where she has proudly served for ten years. Passionate about connecting with people across Washington State, Constance drives programs that make a real difference: helping small businesses navigate state compliance, guiding nonprofits and charities in effective governance through Assured Impact, and empowering consumers to make informed giving choices through Assured Giving. She achieves this through strategic partnerships with the Office of the Attorney General’s Consumer Protection Division and the Small Business Liaison Team, a network of over 25 state agencies working together to support Washington Small Businesses.

Rob Reynolds, Retail Enforcement Lieutenant – WA State Liquor and Cannabis Board

Lieutenant Rob Reynolds has about 45 years of experience as a peace officer in California and Washington states; the last 23 years being with the Washington State Liquor and Cannabis Board. Rob works out of the Spokane Enforcement & Education office, overseeing a team of four Retail Liquor Enforcement Officers, who regulate about 3,500 bars, restaurants, and grocery stores within Spokane, Pend Oreille, Stevens, Ferry, Lincoln, and Adams counties.  Rob’s is recognized as a local subject matter expert related to public and private events that utilize Special Occasion Licenses, Catering Endorsements, or Banquet Permits.

Joshua Studor, Assistant Attorney General – Consumer Protection Division – Charitable Asset Protection Team – Office of the Attorney General

Joshua Studor is a managing assistant attorney general in the Consumer Protection Division, where he leads the Charitable Asset Protection Team. He also serves as the vice president of the National Association of State Charity Officials (NASCO) and presents at its annual conference. Josh began his legal career as a criminal prosecutor in North Idaho before joining the Attorney General’s Office in 2014.

Lalo Mendoza, Tax Information Specialist – Education & Outreach – Department of Revenue

Lalo Mendoza is a Tax Information Specialist with the Education and Outreach team at the Washington State Department of Revenue (DOR). Now in his fifth year with the department, Lalo brings passion and dedication to his work, helping taxpayers navigate the complexities of Washington’s tax laws with clarity and confidence. His commitment to education and service reflects his belief that informed taxpayers are empowered taxpayers.

Andrea Muñoz, Customer Experience Program Specialist– Labor & Industries

Bringing nine years of experience with the Washington State Department of Labor & Industries (L&I), Customer Experience Program Specialist Andrea Muñoz focuses on making it easier for people to contact the agency and understand regulatory requirements with clarity and confidence. Her customer-focused approach and willingness to help reflect her deep commitment to making state services accessible and user-friendly for everyone.

Melissa Harris (Moderator), Consumer Protection, Education, & Mobile Services Manager – Office of the Secretary of State

Melissa collaborates with state and federal agencies, city, county, community partners, and Tribal leaders to promote public trust through education. As a public servant, Melissa endeavors to demolish barriers to access by mobilizing Corporations & Charities Division business services throughout Washington State. Clarifying information and providing accessible resources lessens administrative burdens so that nonprofits can focus their energy on the missions, communities, and people they serve. 😊
